Rules to know

The state regulates this activity through the Himachal Pradesh Home Stay Rules, 2025. A home stay must be an independent house recorded in the owner's own name in the land records (the jamabandi). Rented homes and apartments are excluded, so a flat in a building, or a house you lease from someone else, cannot be registered as a home stay. For owners of an eligible independent house, registration comes first, and management can only follow on that basis, with the licence staying in your name.
