Short-term rentals in Coeur d'Alene, Idaho: the post-2026 rules

Idaho's 2026 law ended local short-term rental permits. In Coeur d'Alene, safety rules, lodging taxes and lakefront HOA covenants now do the regulating.

Coeur d'Alene is North Idaho's lake town: summer on the water, boat parades, golf, the Centennial Trail and a lively downtown, with winter skiers heading to Silver Mountain and Schweitzer. The season is concentrated between June and September, when lakefront and walkable downtown homes are in high demand; the shoulder months depend on events and weekenders from Spokane, only half an hour away. Owners typically hold cottages near the lake, homes in the Garden District and condos around the resort area.

From local permits to state rules

Coeur d'Alene used to apply its own local short-term rental rules. The ground shifted on July 1, 2026, when House Bill 583 took effect. The rewritten Idaho Code § 67-6539 bars cities and counties from requiring licenses, permits, registration or fees aimed at short-term rentals, and from imposing caps, minimum stays, owner occupancy, extra parking or neighbor notices. North Idaho cities opposed the bill, and nearby Sandpoint moved to repeal its ordinance to comply; ask the city what, if anything, of the old program still operates in practice.

Four things remain enforceable. A home must have working smoke alarms in sleeping areas, a fire extinguisher and a carbon monoxide detector on each floor, escape ladders where upper rooms require them, and a building-code occupancy limit. Guests must receive emergency contact details. Noise, parking and nuisance ordinances apply as they do to any household.

Taxes

Idaho sales tax plus the state travel and convention tax apply to stays of 30 days or less, whether the booking comes through a platform or directly. Platforms remit for their own reservations; direct bookings require your own registration with the State Tax Commission. Coeur d'Alene does not appear in the list of auditorium districts administered by the state.

HOAs, docks and the lake

Lakefront condo associations and planned communities frequently regulate rentals through their declarations, and the state law does not override private covenants. Dock rights, boat slips and shoreline rules deserve as much scrutiny as the house itself, since guests book the lake as much as the bedrooms.

Treat the new freedom carefully. Complaints in a tight lake community travel fast, and the political mood could turn again. Invest in noise monitoring, clear parking instructions and a reliable local responder, and verify covenant rules before buying. Trails, eagles and the roads out of town

Cyclists are an underrated clientele around Coeur d'Alene. The paved Trail of the Coeur d'Alenes follows an old rail line across the Silver Valley and along the lake's southern shore, and the Route of the Hiawatha near Lookout Pass sends riders through tunnels and over trestles. Both bring groups who book two or three nights, bring their own bikes and ask first about a locked garage.

Families come for Silverwood Theme Park in Athol, a short drive north on US 95, and for easy walks around Tubbs Hill and McEuen Park. Winter has a quieter draw: bald eagles gather at Wolf Lodge Bay from late autumn, which fills a few otherwise empty weeks with photographers and birders. Kootenai Health and North Idaho College generate steady weekday and mid-length stays through the year.

What guests notice on arrival

Our practical note: lake toys such as paddleboards and kayaks earn goodwill, but only with life jackets, written rules and a clear line on who is responsible once guests are on the water.
