Short-term rentals in the Sawtooth region: Ketchum, Sun Valley and Stanley

Since July 2026 Idaho cities can no longer license short-term rentals, but safety rules, local option taxes and HOA declarations still apply in the Wood River Valley.

The Sawtooth region covers the Wood River Valley, with Ketchum and Sun Valley at its heart, and stretches north over Galena Summit to Stanley and the Sawtooth National Recreation Area. It is a genuine two-season market: skiing on Bald Mountain in winter, then hiking, fly-fishing, rafting on the Salmon River and summer festivals. Guests tend to be affluent and to book larger homes and condos for family trips, so quality of finish and responsiveness matter as much as location. Stanley is smaller, more seasonal and more rustic.

A new legal landscape since July 2026

Idaho has protected short-term rentals from local bans since 2017, but House Bill 583, signed on March 16, 2026 and in force since July 1, 2026, went much further. Idaho Code § 67-6539 now prevents cities and counties from requiring any license, permit, registration or fee specific to short-term rentals, and from imposing owner-occupancy, caps, minimum stays, extra parking, neighbor notices or special inspections. Ketchum's local program, long one of the most detailed in the state, must now be read against this new ceiling. What remains allowed is narrow: smoke alarms in sleeping areas, a fire extinguisher and carbon monoxide detector on each floor, escape ladders where needed, occupancy limits under the building code, and an emergency contact sheet for guests. General noise, parking and nuisance ordinances still apply.

Taxes do not disappear

You, or the platform, still collect Idaho sales tax and the state travel and convention tax on stays of 30 days or less, and you need to be registered with the State Tax Commission for direct bookings. The resort cities of the valley also levy local option taxes on lodging, which Ketchum and its neighbors use to fund housing and services; expect them to appear on every invoice.

Private rules and practical limits

State preemption binds local government, not your homeowners' association. Many Sun Valley and Elkhorn condo buildings have declarations with rental rules, and those still apply. Septic capacity, winter access on private roads and snow load on decks are real constraints in the backcountry around Stanley.

What preemption does not cover in the valley

The July 2026 ceiling binds Ketchum and Blaine County; it does nothing about the three constraints that actually stop a Sawtooth purchase. A condominium declaration in Elkhorn or Warm Springs can forbid short stays outright. A septic field sized for a family of four does not become legal because the building code allows eight sleepers. And a private road above Stanley that no one is contracted to plough will strand guests in February whatever the statute says. Verify those three in writing before the new law persuades you that nothing local can block the plan.

Our advice

Do not read the new law as a free-for-all. Politically, local frustration is high, and good behavior is the best protection against a future reversal. Buy with the HOA documents in hand, fit every safety device the law lists, and keep a local responder who can handle a blizzard.
