Short-term rentals in Bloomington, Indiana
In Bloomington, every rental must be registered and inspected by the city. How Indiana's statute applies to investment homes near IU, and what to confirm.

Bloomington lives on the Indiana University calendar. Hoosier basketball and football, commencement, move-in weekends, Little 500 in April and parents' visits drive most of the demand, and Lake Monroe and the Brown County hills nearby add leisure travelers in summer and during fall color. Rentals are mostly small houses and duplexes in the neighborhoods around campus, such as Prospect Hill, Elm Heights and the near east side, plus condos downtown.
Rental registration comes first
Bloomington has one of the stricter rental housing programs in the state. Every rental property in city limits, other than university housing, must be registered with the Department of Housing and Neighborhood Development (HAND) and inspected, and the program explicitly covers lodging establishments as well as residential rentals. Unregistered rentals can be fined. For a short-term rental investor, this program, not a dedicated vacation-rental license, is the first compliance step.
Zoning under the state statute
Indiana law makes a rental of your primary residence a permitted residential use. For an investment property, the statute lets a local government require a special exception, special use or variance in residential districts. Our atlas classes Bloomington as a License market on that basis. Current guides, however, report that the city's Unified Development Ordinance does not treat short-term rentals as a separate use and that no special exception process is in force. We could not read the ordinance text ourselves, so ask the Planning and Transportation Department how a non-owner-occupied rental is classified on your parcel before buying.
Taxes
Stays under 30 days carry Indiana sales tax and the Monroe County innkeeper's tax. Platforms collect on their bookings; direct bookings need your own registration with the Department of Revenue.
Things that matter in a college town
- Game weekends and graduations sell out months ahead; set minimum stays and clear occupancy limits.
- Many houses near campus are already long-term student rentals; converting one changes your neighbors' expectations and your inspection record.
- Semester-length furnished stays for visiting faculty and medical staff are a steady complement.
- Condo and HOA documents in newer developments may forbid short stays.
Our advice
Register with HAND before your first guest, get the zoning answer in writing, and plan around the academic year rather than the tourist season. We study every request and tell you honestly whether and how we can help.
