Short-term rentals near Rocky Mountain National Park: Estes Park and the Estes Valley
Estes Park caps residential vacation homes and now requires licenses in a person's name; Larimer County runs its own capped system in the valley.

Estes Park is the eastern gateway to Rocky Mountain National Park, and that fact sets its calendar: summer and early autumn, with wildflowers, Trail Ridge Road, hiking and the elk rut, form the peak, while winter is quieter and attracts couples and snowshoers. The market covers cabins in the pines, homes on the edge of town and condos near the river walk, both inside town limits and across the wider Estes Valley.
Inside town: a capped residential license
The Town of Estes Park calls short-term rentals "vacation homes" and licenses each one. In residential zones the number of licenses is capped at 322; commercial zones have no cap. Residential access runs through a waitlist fed by lottery windows, and a revision adopted at the end of 2025 (Ordinance 18-25) changed several rules:
- new, non-transferable licenses must be held by one or two natural persons, not an LLC, with existing holders given until January 31, 2027 to comply;
- a lottery refills the waitlist when it runs low;
- primary residents no longer have to be absent while renting;
- advertising an unlicensed property is itself a violation.
Licenses issued before October 2021 remain transferable. Annual costs combine a base fee, a per-bedroom fee and a workforce housing linkage fee, occupancy is limited by bedroom count with a ceiling for residential homes, and a local manager must live nearby and respond quickly. A Colorado sales tax license is required before applying.
Outside town: Larimer County
Much of the valley lies in unincorporated Larimer County, which requires a county license, a building permit for the change of use, a life safety inspection and a certificate of occupancy, with groups limited in size. Residential zones of the Estes Valley have a separate county cap and waitlist; other county zones are licensed without a queue. A renewal fee applies from January 2026.
Taxes
Guests pay state, county and town sales taxes and local lodging levies. Platforms collect the state-administered taxes on their bookings; direct stays are yours to report.
Our advice
Establish whether the property is in town or county, and in which zone, before you make an offer. If the license will not transfer, value the home without rental income until you hold your own.
