Short-term rentals in Winter Park and Idaho Springs
Winter Park asks for registration and a fire inspection, Grand County for a detailed permit, and Idaho Springs allows only 15 primary-residence rentals.

This market spans two quite different places on either side of Berthoud Pass. Winter Park, in Grand County, is a ski and mountain-bike resort that Denver skiers can reach by train on winter weekends, with Fraser and Granby close by. Idaho Springs, in Clear Creek County on I-70, is a small historic mining town with hot springs and quick access to several ski areas and the road up Mount Blue Sky. Guests are mostly Front Range families and groups, plus out-of-state skiers.
Winter Park: registration and a fire inspection
The Town of Winter Park requires owners to register a short-term rental before listing it on any platform. Registrations carry an annual fee, expire every September 30, and need a fire and life safety inspection by the East Grand Fire District before renewal. The registration number must appear prominently in all advertising, and managers must make sure their owners are registered. The town's Good Neighbor Policy sets quiet hours, wildlife-safe trash rules and a ban on overnight street parking through the snow season. The town's current published information does not mention a cap.
Unincorporated Grand County
Outside the towns, Grand County requires an annual permit priced per advertised occupant, with a maximum occupancy of 16. The file includes two local emergency contacts who live in the county full-time, a safety checklist, an annual fire inspection report, proof of bear-proof trash disposal, a parking plan and liability insurance. Fraser, Granby and Grand Lake run their own programs.
Idaho Springs: primary residences only
Idaho Springs is far stricter. A city license has been required since 2018, only the operator's primary residence may be rented short-term, and no more than 15 licenses can be active at any time. For an investor, that rules out a dedicated rental inside city limits; unincorporated Clear Creek County has separate rules.
Taxes
State and county sales taxes apply, with local lodging and marketing district taxes where they exist. Platforms collect the state-administered taxes on their bookings.
Our advice
For a purchase built around rental income, Winter Park and the Fraser Valley are the realistic options; Idaho Springs suits an owner who lives there.
