Vacation rentals at Lake Tahoe, California: rules for owners
Four local governments share the California side of Tahoe, each with a permit limit. South Lake Tahoe rewrote its rules after Measure T fell.

The California shore of Lake Tahoe runs on two seasons. Winter brings skiers to Palisades Tahoe, Northstar, Heavenly and a string of smaller resorts; summer fills beaches, trails and marinas, and the shoulder months have become busier with remote workers and Bay Area weekenders. Cabins, lakeview chalets and condos near the slopes make up most rental stock. What they share is a regulatory map split between four local governments, each with its own limit.
Who regulates what
- South Lake Tahoe (city). Measure T, the 2018 voter initiative that phased vacation rentals out of residential neighborhoods, was struck down by the El Dorado County Superior Court in March 2025. New rules took effect in July 2025 and were amended in 2026: a maximum of 900 vacation home rental permits in residential areas, condominiums newly eligible, the 150-foot spacing rule removed, and a minimum guest age of 25. Operators must register and remit transient occupancy tax themselves, since the major platforms do not collect it there.
- Truckee (town). The town caps the number of short-term rental permits; our atlas recorded the ceiling as reached, with a waiting list.
- Placer County. In unincorporated eastern Placer, including the north and west shores, every rental above 5,000 feet of elevation needs a county permit and a TOT certificate, and renewals have required bear-resistant trash enclosures.
- El Dorado County. Unincorporated areas of the basin outside the city follow the county's own vacation rental permit, which is also limited.
What the permits have in common
Across these jurisdictions you should expect occupancy tied to bedrooms and parking, a local contact who can respond quickly, bear-proof trash handling, defensible space and fire-safety standards, and a ban on events. Permits are generally not transferable on sale, so the value of a "rental-ready" cabin lies in the house, not in the seller's paperwork.
Taxes
Each jurisdiction levies its own TOT, and some add tourism assessments. California has no state lodging tax, so these local charges are the whole bill for the guest, but the filing obligations can fall on you even when a platform handles the booking.
Our advice
Start with the parcel's jurisdiction, then ask the permit office about the cap and the waitlist before any offer. In South Lake Tahoe, the 2026 condo eligibility opens a door that was closed for years. Everywhere, plan winter access, snow removal and freeze protection with the same care as the listing.
