Vacation rentals in Sonoma County: what owners need to know
Unincorporated Sonoma County licenses vacation rentals and applies caps and exclusion zones parcel by parcel. Check the map before you buy.

Sonoma County draws visitors for wine, food and landscape: harvest season from late summer into autumn is the high point, but weekends stay busy most of the year thanks to the Bay Area an hour or two away. Weddings, cycling, the redwoods along the Russian River and the coast around Bodega Bay add variety. Typical rentals are farmhouses and cottages among the vineyards, river cabins and small homes near the historic town squares.
County land versus cities
The first question is jurisdiction. Healdsburg, Sonoma, Santa Rosa, Sebastopol and the other incorporated cities each have their own ordinances, some of them strict. This page focuses on unincorporated Sonoma County, where Permit Sonoma administers the rules.
How the county regulates
- Zoning permit and business license. Since Ordinance No. 6427 (May 2023), a vacation rental in unincorporated areas needs both a zoning permit and a county vacation rental license, renewed on schedule.
- Caps and exclusion zones. Ordinance No. 6423 (April 2023) applied numerical caps and exclusion zones to specific parcels in the 1st, 4th and 5th supervisorial districts. In exclusion zones, no new vacation rental can be permitted; in capped areas, the share of homes used as rentals is limited. Our atlas records caps in the range of 5 to 10% by area and exclusion zones around parts of the Sonoma Valley and the lower Russian River.
- Operating standards. Occupancy limits, parking, quiet hours, a certified property manager or local contact, and complaint procedures. Hosted rentals in the owner's home follow a separate permit.
- No transfer. The permit does not pass with the sale of the property.
Because the caps and exclusions are drawn parcel by parcel, two neighboring properties can have different answers. The county's zoning maps are the reference.
Taxes
The county's transient occupancy tax applies to stays of 30 days or less in unincorporated areas, and tourism assessments may be added. Platforms collect part of this; direct bookings must be declared by the operator.
Our advice
Before making an offer, ask Permit Sonoma whether the parcel lies in an exclusion zone or a capped area and whether a permit could be issued today. Wildfire risk also shapes insurance availability and cost in much of the county, so obtain a quote early. Where the answer is no, a well-run furnished monthly rental can still suit wine-country visitors and relocating professionals.
