Vacation rentals in Redding, California: rules for owners
Redding permits both hosted homestays and whole-home rentals, with limits on the latter. Shasta County land outside the city follows its own rules.

Redding is the gateway to California's far north. Travelers stop here on Interstate 5, and many stay for Whiskeytown and Shasta lakes, the Sundial Bridge, trails along the Sacramento River, fishing, and day trips to Lassen Volcanic National Park and Mount Shasta. Youth sports tournaments, church conferences and healthcare workers add weekday and off-season demand. Summers are very hot, so lake season and spring or autumn outdoor trips drive the calendar. Owners mostly rent single-family homes with space for boats and trailers.
Two permits in the city
The City of Redding distinguishes between a hosted homestay, where the owner lives on the property and rents a room or two, and a vacation rental of the whole home with the owner away. Both need a city permit, a business license and a transient occupancy tax account, renewed each year. Published summaries of the ordinance indicate that whole-home vacation rentals are subject to a citywide ceiling and a minimum distance from existing rentals, while homestays are not capped. Operating rules include quiet hours at night, a limit on adults per bedroom, working smoke and carbon monoxide alarms, off-street parking and no events unrelated to the stay.
Taxes you file yourself
Stays under 30 days carry the city's TOT and a tourism marketing assessment. Owners should not assume a platform collects them: the published guidance for Redding is that hosts file their own monthly returns. A zero return is still due in empty months.
Outside city limits
Homes in unincorporated Shasta County, including many around Shasta Lake and in the foothills, follow county rules and county TOT rather than the city's. Our atlas classes the county as open, with tax registration, but check zoning, septic and road access for any rural property before counting on short stays.
Associations and wildfire
Some subdivisions have CC&Rs that require HOA approval or forbid stays under 30 days. Wildfire exposure is a real underwriting issue in the region since the 2018 Carr Fire; confirm that an insurer will cover a short-term rental before closing.
Our advice
Ask the city whether a vacation rental permit can be issued at your address today, given the ceiling and spacing rule.
