Vacation rentals in Ventura and Oxnard: rules for owners
Two neighboring coastal cities, two permit systems, and beach enclaves that follow county law. What Ventura and Oxnard owners need to check first.

Ventura and Oxnard offer Southern California beaches without Los Angeles prices or crowds. Guests come for the pier and promenade in Ventura, boat trips from Ventura Harbor and Channel Islands Harbor to Channel Islands National Park, surf breaks, strawberry season and easy drives to Ojai and Santa Barbara. Summer is peak, with a solid spring and autumn. Beach houses, condos near the harbors and single-family homes in coastal tracts are the usual stock.
Ventura
The City of Ventura allows short-term vacation rentals with a city permit and registration for transient occupancy tax. Coastal-zone parcels carry the extra layer of California's Coastal Act, which is why local rules along the shore evolve slowly and through the Coastal Commission. Check the permit conditions for the specific zone, including occupancy, parking and a responsive local contact, with the city before listing.
Oxnard
Oxnard's short-term rental regulations have applied citywide since December 17, 2020, under Ordinances 2969 and 2970. Every operator needs a city permit plus a business tax certificate, and the application file is substantial: a site plan, a nuisance response plan, a signed affidavit, proof of ownership and a land use application, with a homeowner's exemption as proof of residence for homeshares. Published summaries of the ordinance describe two formats, owner-present homeshares and vacation rentals with the owner away, along with neighborhood caps, spacing between rentals, an annual night limit for vacation rentals and a minimum stay. Treat those limits as the real constraint on any purchase and confirm them with the city.
A trap worth knowing: Hollywood Beach and Silver Strand Beach have Oxnard mailing addresses but lie outside city limits, so Ventura County rules apply there, not the city's.
Taxes
Both cities levy transient occupancy tax on stays of 30 days or less. In Oxnard, hosts are reported to collect and remit it themselves rather than relying on the platforms. Keep monthly or quarterly returns current even when bookings are thin.

- In Oxnard, ask whether the neighborhood cap or spacing rule leaves room for a new permit.
- Remember that permits do not follow a sale; the buyer applies again.
- Plan the property for longer stays as well, since the night cap limits pure vacation use.
