Short-term rentals in Lake Havasu City and Kingman, Arizona
Lake Havasu City and Kingman both license short-term rentals under Arizona's preemption law, with emergency contacts and noise rules to respect.

This corner of Mohave County combines two very different stays. Lake Havasu City lives on the water: boating, spring-break crowds, holiday weekends on the Colorado River and winter visitors who come for the sun. Kingman, an hour to the north, is a Route 66 stop and a practical base for travelers heading to the Grand Canyon West, Hoover Dam or Las Vegas. Havasu owners typically rent homes with garage space for boats, sometimes with pools; Kingman stock is simpler, with ranch-style homes and small houses near the historic center.
Lake Havasu City
Arizona's A.R.S. § 9-500.39 prevents the city from banning vacation rentals, and City Code Chapter 5.20 has governed them since March 1, 2023. Each property needs an annual city permit, obtained through the citizen portal before it is offered to guests, and you must first hold an Arizona transaction privilege tax license. A 24-hour emergency point of contact is mandatory. Guests are bound by the city's noise limits, which are measured in decibels and loosen slightly on weekends and holidays, as well as rules on trash storage and parking.
Kingman
Kingman adopted its own ordinance in 2023. Owners need an annual city business license covering the rental, an emergency contact that neighbors can reach, and a written notice to neighbors with the address and that contact. As the state statute allows, the city can refuse or sanction operators with certain criminal records, fine unlicensed operation monthly and suspend a license for up to twelve months after repeat verified violations.
Shared ground rules
In both cities, state law allows a requirement of liability coverage of at least $500,000, and the permit or license fee cannot exceed the lesser of cost or $250. Transaction privilege tax applies to stays of fewer than 30 days; platforms collect on their own bookings, while direct reservations are yours to report. HB 2429, a 2026 bill to increase local powers, died in the Senate, leaving this framework in place as of September 2026. Subdivision CC&Rs, common around the lake, can still restrict rentals independently.
Two cities, two files, one calendar
Owners holding property in both cities often discover that nothing is shared between the two regimes. The Havasu permit and the Kingman business licence renew annually on their own dates, each with its own portal, and the Kingman neighbour notice has to be reissued whenever the emergency contact changes. Neither city accepts the other paperwork as evidence, and the state transaction privilege tax licence sits above both. Put the renewal dates in one calendar with a month of warning: an expired permit is not a late fee here, it is unlicensed operation, which is separately finable.
Our advice
In Havasu, think about noise management before décor: the decibel rules are real and the party image attracts scrutiny. Plan for heat, since summer air conditioning failures become emergencies within hours. In Kingman, the opportunity is steadier and quieter, but guest expectations are simpler too.
