Short-term rentals in Phoenix and Scottsdale: the rules owners face
Scottsdale and Phoenix cannot ban short-term rentals, yet each runs its own license, neighbor-notice and insurance checks. Here is how they differ.

Greater Phoenix is less a single market than a cluster of very different ones. Scottsdale draws golf trips, spring-training crowds, bachelorette weekends and winter visitors escaping colder states; Phoenix proper leans on business travel, events and families visiting relatives. The high season runs from roughly January to April, and summer becomes a price game. Typical stock ranges from pool homes in north Scottsdale to condos and townhouses near Old Town and central Phoenix.
Two cities, two licensing desks
State law (A.R.S. § 9-500.39) bars both cities from prohibiting short-term rentals, but each runs its own program within the limits the statute allows. The fee is capped at the lesser of actual cost or $250, and a complete application must be decided within seven business days.
- Scottsdale requires an annual city license for stays under 30 days, an Arizona TPT license coded to Scottsdale, registration with the Maricopa County Assessor, at least $500,000 of liability coverage, a laminated in-unit notice on the doors, and pool-barrier compliance where relevant. Neighbors must receive your license number and a 24-hour emergency contact within 30 days of licensing.
- Phoenix issues an STR permit through its planning department. You must show the permit number in every listing, notify adjacent neighbors by certified mail, sign an affidavit and attestation, and provide a map of safety equipment. An accessory dwelling unit can only be rented short-term if the owner lives on site.
Both cities apply the state penalty scale, which escalates with each verified violation and can lead to a suspension of up to twelve months after three violations in a year. A 2026 bill to widen city powers (HB 2429) did not survive the Senate.
Taxes and HOAs
Short-term stays carry state, county and city transaction privilege taxes, with each city adding its own lodging component. Platforms collect on their bookings, yet you still file returns under your own license. Across the Valley, master-planned communities often restrict rentals through CC&Rs: minimum stays, registration with the association or a cap on leased homes. The city permit does not override them.

Decide first which city and which HOA you are really buying into; the difference between two streets can be decisive. Treat neighbor notice as a relationship, not a formality, because complaints are what trigger enforcement here. Plan pool safety and noise rules from day one. Two neighbour notices, two clocks
The notification duty exists in both cities and matches in neither. Scottsdale runs on a deadline after the fact: the licence number and a 24-hour contact have to reach the neighbours within thirty days of licensing. Phoenix puts its notice earlier and harder, by certified mail, with an affidavit to sign. An owner holding property on both sides of the municipal line cannot run one mailing for both, and a notice sent in the wrong form is worth nothing when a complaint starts the penalty scale. Since enforcement here is complaint-led, the mailing is the cheapest protection on the file.
