Short-term rentals in Flagstaff, Arizona: license, taxes and seasons
Flagstaff licenses every short-term rental and taxes stays at hotel rates. Here is what owners should prepare, from TPT to snow plans.

Flagstaff works on two engines. In summer it is the cool escape from Phoenix, a base for the Grand Canyon, Sedona day trips and forest hikes; in winter, snow at Arizona Snowbowl brings a second wave of weekenders. Add Northern Arizona University events and graduations, and the calendar has fewer dead weeks than many mountain towns. Cabins, ponderosa-pine homes on the edge of town and small condos near downtown make up most of the rental stock.
The licensing picture
Because Arizona law (A.R.S. § 9-500.39) forbids outright bans, Flagstaff regulates rather than restricts. Since late 2023 every short-term rental needs a city license, renewed each year, and the city reviews complete applications within seven business days. Before you apply, the property must hold an Arizona transaction privilege tax license; Flagstaff taxes short-term stays at hotel rates, meaning both sales tax and a transient occupancy component apply.
You must give neighbors on adjacent lots a way to reach a responsible contact, and your guests must respect local rules on noise, parking, trash and recycling. The state statute allows the city to require liability coverage of at least $500,000 and to impose rising penalties, up to a twelve-month suspension, for repeat verified violations. Converting a garage or shed into guest space requires a building permit before anyone sleeps in it.
A 2026 bill that would have expanded city powers (HB 2429) died in a Senate committee, so the framework above still applies as of September 2026.
Winter and neighborhood realities
Snow removal, frozen pipes and icy driveways are the operational risks here, not the paperwork. Many subdivisions on the outskirts are governed by HOAs whose CC&Rs may set minimum stays or require registration; state preemption does not override them. Parking is a frequent friction point on narrow streets once snow is piled up.
Our view
Buy for both seasons: a home that is easy to heat, easy to access in January and comfortable without air conditioning in July. Keep a local responder who can reach the property quickly in a storm. Stargazing, runners and Route 66
Flagstaff was named the world's first International Dark Sky City in 2001, and Lowell Observatory, where Pluto was discovered, draws visitors to its night programmes year round. The historic downtown lies on Route 66, and three national monuments, Walnut Canyon, Sunset Crater Volcano and Wupatki, are within a short drive, along with Meteor Crater to the east. Humphreys Peak, Arizona's highest summit, and the Arizona Trail make the town a base for serious hikers.
The altitude attracts elite distance runners who come to train for weeks, often with coaches and support staff, and university teams follow. Amtrak's Southwest Chief stops downtown, where the busy BNSF freight line also passes.
Implications for owners
- Homes close to the railway should mention the trains honestly; a bedroom away from the tracks improves reviews.
- Stargazers value shielded, warm outdoor lighting; bright floodlights irritate both guests and neighbours.
- Athletes on training blocks want monthly rates, a full kitchen and a washing machine.
- Wildfires and the flooding that can follow them in burn areas have hit neighbourhoods at the edge of the forest; check the flood zone and insurance for properties below burn scars, especially before the summer monsoon.
