Short-term rentals in Milwaukee, Wisconsin: license, inspection and taxes
In Milwaukee, the city's neighborhood services department inspects and licenses short-term rentals for the state, and room taxes apply on top of sales tax.

Milwaukee is a city market with a strong summer. Summerfest on the lakefront, the ethnic festivals, Brewers and Bucks games, conventions downtown, university events and the Harley-Davidson Museum bring waves of visitors, while winter settles into business travel and family visits. Owners typically rent duplexes and upper flats in Bay View, the East Side, Walker's Point or Riverwest, plus condos downtown and in the Third Ward.
Licensing runs through the city
Under Wisconsin law, renting all or part of a residence to visitors for less than a month makes it a tourist rooming house, which requires a state license. In Milwaukee, the Department of Neighborhood Services administers and inspects these properties on the state's behalf: you submit an application and a business-plan checklist with a floor plan, pay the fee once instructed, and an inspector then visits before the license is issued. The state updated its lodging rules in January 2026, so older checklists may be out of date.
At the local-government level, § 66.1014 prevents any ban on rentals of seven consecutive days or more. It does allow a 180-day annual cap on rentals of 7 to 29 days and a permit requirement for properties rented more than ten nights a year. A 2025 appeals court ruling (Neenah) confirmed that cities cannot insist the rental be the owner's primary residence. Zoning still matters: confirm that your building's use and your parcel's district fit short-term letting before you invest.
Taxes
Wisconsin sales tax applies to stays under a month, with Milwaukee County's local tax on top. The city and the local exposition district levy room taxes on short stays in Milwaukee. Marketplace providers collect state sales tax on their bookings; room tax registration and filings for direct bookings remain your job.
Duplexes, condos and neighbors
- Condominium declarations frequently prohibit or limit short stays; read them before buying.
- In a duplex where you rent one unit short-term and live in or long-let the other, sound insulation and separate entrances pay back quickly.
- Festival weeks bring parties; set occupancy and quiet-hour rules and enforce them.
Our advice
Milwaukee rewards owners who combine nightly and mid-length stays: summer for festivals, the rest of the year for traveling professionals, hospital visitors and relocations. Get the tourist rooming house inspection done before the first booking, not after. We study every request and tell you honestly whether and how we can help.
Festival Park, the State Fair and the medical campus
Henry Maier Festival Park on the lakefront hosts not only Summerfest but also Irish Fest, German Fest, Polish Fest and Mexican Fiesta in turn, so the lakefront is busy nearly every summer weekend. Late in the season, the Wisconsin State Fair in West Allis draws visitors from across the state. The Milwaukee Art Museum's winged pavilion by Santiago Calatrava, Fiserv Forum and the Brewers' ballpark complete the city's draw, and the brewery tours and historic Pabst Mansion interest visitors in every season.
Weekday demand revolves around the Milwaukee Regional Medical Center in Wauwatosa, which includes Froedtert Hospital, Children's Wisconsin and the Medical College of Wisconsin. Families of patients and visiting clinicians often need several weeks. Marquette University and UW–Milwaukee add academic stays.
Getting around and getting here
- Amtrak's Hiawatha connects downtown with Chicago frequently, bringing weekenders from Illinois.
- A seasonal high-speed ferry crosses Lake Michigan to Muskegon, useful for Michigan guests.
- The Hank Aaron State Trail and the Oak Leaf Trail link neighborhoods to the lakefront; bikes are a welcome extra.
Our practical note: Milwaukee winters are long. Neighbors notice quickly when a sidewalk goes unshovelled, and ice on porch stairs is a real risk for guests. We arrange clearing ahead of the season and check heating systems before the first cold spell.
