Short-term letting in Leeds and Sheffield
Leeds' selective licensing scheme of February 2026 exempts holiday lets, but not tenancies; what Leeds and Sheffield owners need to know about the rules.

Two Yorkshire cities with different strengths
Leeds is the region's commercial capital: banks, law firms, the NHS, two large universities and Headingley's cricket and rugby bring a steady weekday flow, with concerts, the August festival at Bramham Park and Harewood House adding leisure peaks. Sheffield leans on its universities, its hospitals and the Crucible, which hosts the World Snooker Championship each spring, and it is the most convenient city base for the Peak District. In both, apartments near the stations and Victorian houses in student-heavy suburbs make up most of the short-let stock.
Licensing: what applies and what does not
Leeds introduced a new selective licensing scheme on 9 February 2026 for privately rented homes in parts of the east, south and west of the city, running for five years. The council's guidance lists holiday lets among the properties that do not need a selective licence. That exemption covers genuine short stays; a property that alternates between tenancies and holiday lets can fall back into the scheme during tenancies. Both cities use Article 4 directions to control houses in multiple occupation rather than short lets.
Planning, the register and local taxes
England has no short-let licence or register in force; the government's statement of 3 September 2026 aims for a register fully operational by March 2027. Leeds City Council and Sheffield City Council each decide whether intensive short letting has changed the use of a dwelling. On council tax, Sheffield has charged a 100% premium on furnished second homes since 1 April 2025, and Leeds applies a premium from the same date that at least doubles the bill. A let meeting the 140-night and 70-night thresholds can move to business rates.

The streets, venues and dates that move bookings
In Leeds, the Royal Armouries museum at Clarence Dock, Kirkstall Abbey, Roundhay Park and Temple Newsam give leisure guests plenty beyond shopping. The First Direct Arena brings concert crowds into the city centre on weeknights as well as weekends, and Elland Road fills on Leeds United match days. Chapel Allerton and Meanwood, with their independent bars, suit guests who want a neighbourhood feel rather than a tower block near the station.
Sheffield has its own rhythm. Kelham Island, the old industrial quarter now packed with breweries and restaurants, is where many younger visitors want to stay. Tramlines fills Hillsborough Park each July, and Doc/Fest brings documentary makers into the centre every June. Bramall Lane and Hillsborough stadiums, the Utilita Arena and the Northern General and Children's hospitals add demand from very different guests, from football fans to families supporting a young patient. The Advanced Manufacturing Park towards Rotherham brings engineers on assignment.
Turning that into a plan
- A Kelham Island flat and a house near Hillsborough Park serve different guests; describe the one you have honestly.
- For hospital families, quiet, laundry facilities and flexible dates earn more loyalty than décor.
- Tram stops in Sheffield and bus corridors in Leeds matter to guests arriving by train.
