Holiday letting across Northern Ireland
From the Causeway Coast to the Fermanagh lakes, every holiday let in Northern Ireland needs a Tourism NI certificate. What owners should prepare.

Beyond Belfast, Northern Ireland's holiday market is spread across landscapes that each have their own pull. The Causeway Coast has the Giant's Causeway, Portrush and Portstewart with their golf and surf, and the Dark Hedges. The Mourne Mountains and Newcastle attract walkers; Strangford Lough and the Ards Peninsula offer sailing and quiet villages; the Fermanagh lakes around Enniskillen suit boating and fishing; Derry~Londonderry has its walled city. Cottages, coastal apartments and family houses all work here, and major golf events can fill a whole coastline.
One requirement across the territory
Wherever the property is, the Tourism (Northern Ireland) Order 1992 applies: offering tourist accommodation without a Tourism NI certificate is unlawful. For self-catering, you apply online or by post, pay a fee per unit, and prepare for an inspection against the category's minimum criteria. Statutory inspections take place at least every four years, and a review form is completed each year in between. There is no residence condition, no ownership condition and no quota. The Department for the Economy consulted in 2025-26 on updating this framework; no outcome had been published at the time of writing, so owners should expect standards to be refreshed.
Planning and the councils
Planning is handled by eleven district councils, such as Causeway Coast and Glens, Newry, Mourne and Down, and Fermanagh and Omagh. Whether turning a home into a holiday let needs permission depends on the property and how intensively it is used. Ask the council's planning office, or apply for a certificate of lawfulness, before converting a building or buying a flat in a residential development.
Rates and running costs
- A self-catering unit available for short lets for 140 days or more a year is generally valued for non-domestic rates by Land and Property Services; otherwise domestic rates apply.
- Fire safety law requires a risk assessment and proportionate precautions, with clear information for guests who do not know the building.
- Coastal and rural properties need dependable cleaning and repair cover, which can be harder to arrange in peak season.

Treat certification as part of the fit-out: furnish to the category criteria, gather safety records, and apply well before the season.
