Short-term letting in North East England: Northumberland and Durham
From Bamburgh to Durham: what owners need to know about planning, the second-home premium, business rates and England's coming register before letting.

Coast, castles and a surprisingly long season
The North East draws visitors for more than summer sun. The Northumberland coast runs from Alnmouth and Bamburgh up to Holy Island, Hadrian's Wall country spreads west of Hexham, and Kielder's dark skies bring stargazers in the colder months. Further south, Durham combines a cathedral city with a university that fills hotels on graduation weekends. Stone cottages and converted farm buildings near the coast appeal to families and walkers; flats in Durham suit academic visitors, contractors and parents.
The rules that apply here
England still has no short-let licence and no register in force. On 3 September 2026 the government said a national register should be fully operational by March 2027, so owners in Northumberland and County Durham should plan for a registration step next year. A specific planning use class for short lets was consulted on in 2024 but has not been introduced. Until that changes, the council judges case by case whether intensive letting of a dwelling amounts to a material change of use. There is no cap on nights outside Greater London.
Council tax versus business rates
Northumberland County Council has charged a 100% premium on furnished second homes since 1 April 2025, which doubles the bill for a property nobody lives in. A holiday let can leave council tax altogether: if it is available for 140 nights, actually let for 70 nights in a twelve-month period and intended to stay available, the Valuation Office Agency can assess it for business rates instead. Which side of that line a cottage falls on changes the economics, so it is one of the first things we look at.
What we would check before your first guest
- The title deeds and any leasehold covenants restricting business or holiday use.
- Insurance that explicitly covers paying guests, not a standard home policy.
- Fire safety, gas and electrical checks, which apply to holiday lets as to any commercial accommodation.
- In rural Northumberland, winter access, heating and a dependable cleaning and linen chain.

What "case by case" means while there is no register
Until the registration step arrives, the only question a council here can actually put to an owner is whether the letting has become a material change of use, and that is judged on intensity rather than on any published number. A stone cottage on the Northumberland coast let in whole weeks to families sits very differently from the same house turned over every two nights with cars parked along a village lane. Complaints are what start the enquiry, so the practical defence is a calendar that shows longer stays and an arrival pattern the neighbours can live with, kept from the first season rather than assembled afterwards.
