Short-term letting in Coventry and Rutland

A cathedral city and England's smallest county
This market pairs two places with little in common except their position in the middle of England. Coventry has reinvented itself around its universities, its cathedral, motoring heritage and a strong events calendar at its stadium and arena; it also draws engineers and contractors working with the region's automotive and research employers. Rutland, England's smallest historic county, is built around Rutland Water, with cycling, sailing, birdwatching and fishing, and the market towns of Oakham and Uppingham. One is a weekday business and events market; the other a leisure market with weekend and holiday peaks.
The rules in Coventry
There is no licence and no register for short lets in England at present, although the government said on 3 September 2026 that a national register should be fully operational by March 2027. Coventry's Article 4 direction, in force since 30 September 2023 in eleven wards including Earlsdon, Lower Stoke and St Michael's, requires planning permission to convert a family home into a small house in multiple occupation. It does not cover holiday lets, but if you are buying a former HMO its planning history matters. For short lets themselves, the city council judges on the facts whether use has materially changed.
The rules in Rutland
Rutland County Council applies the same national framework: no licence today, a register next year and a case-by-case approach to planning. Around the reservoir, check whether older permissions or conditions restrict holiday use or occupation.
Taxes in both areas
Since April 2025, English councils may add up to 100% to council tax on furnished second homes, and each council sets its own level. A holiday let available for 140 nights and let for 70 in a year can be rated as a business instead, possibly with small business rate relief.
Our advice

Engines, ospreys and school terms
Coventry's motoring past is on show at the Coventry Transport Museum, and the present continues at the vehicle engineering sites at Whitley and the research centres linked to the University of Warwick, whose campus sits on the city's southern edge. Guests working on battery and vehicle projects often stay for weeks. The city was UK City of Culture in 2021, and the Herbert Art Gallery and the Fargo Village creative quarter date from or grew during that period. Kenilworth Castle and Warwick lie close enough for leisure day trips.
Rutland's visitors follow nature and schools:
- Ospreys have bred around Rutland Water since a reintroduction project began in the 1990s, and the nature reserve at Lyndon draws birdwatchers from spring to late summer. The birdwatching fair held at the Rutland Showground adds a summer peak.
- Normanton Church, half-submerged on the reservoir's edge, is one of the most photographed spots in the county.
- Oakham and Uppingham schools bring parents for sports fixtures, exeats and end-of-term events.
- Burghley Horse Trials, held in September just over the border near Stamford, fill Rutland accommodation for the week.
For owners, the practical lesson is different in each place. In Coventry, rooms with desks and parking matter; in Rutland, a kitchen for families, a place for binoculars and muddy boots, and a flexible booking policy around school dates bring repeat guests.
