Short-term rentals in Down East Maine and the Acadia coast
Around Acadia, Bar Harbor caps investor rentals and bars transfers to buyers, while neighboring towns write their own rules. A practical owner's view.

Down East Maine and the Acadia coast revolve around Mount Desert Island: Acadia National Park, Bar Harbor, Northeast and Southwest Harbor, with the Schoodic Peninsula, Ellsworth and the fishing villages farther east. Visitors come for the carriage roads, sunrise on Cadillac Mountain, whale watching, kayaking and lobster, and cruise ships call at Bar Harbor during the season. The calendar runs flat out from late spring through the October foliage, then goes very quiet. Housing is mostly cottages, shingle-style homes and small in-town apartments.
Bar Harbor's two categories
Bar Harbor, the hub, splits rentals in two. VR-1 covers owner-occupied rentals: a room or apartment in the owner's primary residence, a second unit on the same lot, or the home itself while the owner is away. VR-1 is not capped. VR-2 covers non-owner-occupied rentals, which voters capped at 9% of the town's housing units in November 2021, when the ordinance also set a four-night minimum for VR-2 and two nights for VR-1. VR-2 registrations cannot be transferred to a buyer, so purchasing a registered house does not purchase the right to keep renting it. In November 2025 the town council tightened how owners prove a primary residence, with a documentation list and specific procedures for trusts and companies.
Elsewhere on the coast
Neighboring towns on the island and around Frenchman Bay write their own ordinances, several of them recent, and they differ on caps, minimum stays and inspections. Farther Down East, many towns remain lightly regulated. Everywhere, Maine taxes short-term lodging at 9%; platforms collect it on their bookings, and owners register with Maine Revenue Services for direct reservations.
Our advice
- If you are buying in Bar Harbor as an investor, assume no VR-2 slot will come quickly and model seasonal or monthly leases instead.
- If Bar Harbor is your home, the VR-1 route is open: prepare the residence documents early.
- Outside Bar Harbor, read the town's current ordinance before signing.
- Plan staffing for a short, intense season and maintenance for the long quiet one.
Buying the house is not buying the registration
The most expensive misunderstanding in Bar Harbor is transferability. A VR-2 registration does not pass to a buyer, so a non-owner-occupied rental sold as a going concern conveys the building and nothing else. With VR-2 capped at nine per cent of the town’s housing units, and with the November 2025 tightening of how a primary residence must be evidenced — including specific procedures for trusts and companies — the ownership structure now belongs in the purchase decision itself, not in a conversation with the accountant afterwards.
