Short-term rentals across Iowa: lakes, rivers and small towns
Iowa cities cannot restrict short-term rentals, but county land is another matter. What applies at Okoboji, on the Mississippi and in Iowa's college towns.

AirDNA market averages (markets with at least 150 active listings), atlas updated September 2026, in US dollars. An average across all property sizes, not a promise. Rules status: our summary — read the text and the guide.
Outside Des Moines, Iowa's rental demand follows water, history and sport. The Iowa Great Lakes around Okoboji and Spirit Lake are the state's classic summer resort; Clear Lake and Lake Rathbun have their own loyal visitors; the Mississippi River towns from Dubuque to McGregor and the Driftless bluffs draw fall color and eagle watchers; and the Amana Colonies, the Field of Dreams site near Dyersville, Iowa City's Hawkeye weekends and Ames's Cyclone games bring waves of guests. Rentals are lake cottages, river cabins, farmhouses and small-town homes.
Cities: the 414.1 protection
Inside city limits, Iowa Code 414.1 applies. A short-term rental of thirty days or less is a residential use for zoning, and a city may not adopt or enforce any ordinance relating to short-term rentals, including conditional use permits, or charge a license or permit fee. Cities may still enforce general safety, sanitation, traffic, noise, maintenance and nuisance rules, applied the same way as to other homes, and may require an emergency contact. In the small towns around the lakes and rivers, that makes city-limit properties among the most straightforward to rent legally.
Counties: check separately
Section 414.1 sits in the chapter on city zoning. Unincorporated land, where many lake cottages and river cabins actually sit, is governed by county zoning under a different chapter. Our atlas had assumed an equivalent county protection; the section it cited turns out to deal with family homes for people with disabilities, not short-term rentals. We therefore treat county land as a question to verify: ask the county zoning office how it classifies short-term rentals before buying.
Taxes
Short stays carry the state hotel and motel tax and, where adopted, a local hotel and motel tax, both reported to the Iowa Department of Revenue. Platforms collect on their bookings; returning families who book directly are your responsibility.
Lake and river country checklist
- City limits or county land?
- Lake association or plat covenants that restrict rentals or set minimum stays.
- Septic and well capacity for your advertised guest count.
- Flood history for river properties, and matching insurance.
- Dock, boat and swimming liability disclosed to your insurer.
Our advice
Rural Iowa offers some of the clearest legal ground in the Midwest inside towns and a genuine question mark on county land. Verify which applies, then plan for a short summer season at the lakes and a longer one on the river. We study every request and tell you honestly whether and how we can help.
