Short-term rentals in Louisville, Kentucky
Every Louisville rental is registered yearly, and investor-owned rentals in residential zones need a conditional use permit and public hearing. What owners should plan for.

Louisville's biggest weekend is known around the world: the Kentucky Derby, preceded by two weeks of the Kentucky Derby Festival, fills every bed in the region each spring. The rest of the year has its own draws. Bourbon distilleries downtown along Whiskey Row and out on the Bourbon Trail, the Muhammad Ali Center, conventions and trade shows at the Kentucky Exposition Center, concerts, and University of Louisville sports keep weekends busy, while the hospitals and the UPS Worldport hub bring working travelers. The Highlands, Germantown, NuLu, Crescent Hill and Old Louisville, with its Victorian mansions, are the neighborhoods guests ask for.
Registration, and a hearing for investors
Louisville Metro regulates short-term rentals in two tiers:
- Every rental must be registered with Louisville Metro each year.
- A non-owner-occupied rental in a residential zone additionally needs a conditional use permit from the Board of Zoning Adjustment, which involves an application, notice to neighbors and a public hearing. Commercial and mixed-use districts are more permissive.
Conditions typically cover maximum occupancy, liability insurance, safety equipment and a responsible local contact. Penalties rise with each violation and each day can count separately. Operating an unhosted rental in a residential zone without the conditional use permit is the most common problem the city enforces against.
Taxes and licenses
Guests pay Kentucky's 6% sales tax, the 1% state transient room tax and Louisville Metro's local transient room tax. Platforms collect all three on their bookings. Operators also need a business license and owe the Metro occupational license tax on net profits.
Our advice
In a residential neighborhood, treat the conditional use permit as the purchase condition, not a formality: the hearing can bring out neighbors and associations, and approval is not automatic. Consider a hosted setup, such as a carriage house or duplex where you or a resident lives on site, which avoids the hearing. For Derby week, price the event separately, require longer minimums and a signed agreement with house rules. We study every request and tell you honestly whether and how we can help.
September festivals and an October art show
Beyond Derby season, Louisville has a second surge that many owners underprice. The Highland Festival Grounds at the Kentucky Exposition Center host Louder Than Life and Bourbon & Beyond on back-to-back September weekends, and fans travel in groups looking for whole houses. The Kentucky State Fair uses the same grounds in August. In early October, the St. James Court Art Show fills the streets of Old Louisville, so homes there can command event pricing on their own doorstep.
Churchill Downs also runs racing outside the Derby, and the Louisville Slugger Museum and Factory, Waterfront Park and the Big Four Bridge walk across to Jeffersonville keep families busy on weekends. Olmsted's Cherokee Park, beside the Highlands, is where morning runners and dog walkers want to be.
Fitting the house to the visit
- Festival groups: several bathrooms, secure entry codes and a firm guest-count policy.
- Medical guests at Norton, UofL Health and Baptist: quiet, ground-floor access and flexible check-in.
- Night-shift workers near the airport and the Worldport: blackout curtains and noise-conscious neighbors.
Our caution: shotgun houses in Germantown and Schnitzelburg are narrow, with thin shared walls; a group of festival-goers returning late can strain relations quickly, so we tighten quiet hours for those dates.
