Short-term letting in Southampton and Portsmouth
Cruise passengers in Southampton, naval heritage in Portsmouth: how planning, local taxes and the upcoming English register apply to short lets on the Solent.

AirDNA market averages (markets with at least 150 active listings), atlas updated September 2026, in pounds (1 EUR = 1.1403 USD = 0.86045 GBP, ECB 25/09/2026). An average across all property sizes, not a promise. Rules status: our summary — read the text and the guide.
Cruise ships, naval history and the gateway to the Solent
Southampton and Portsmouth sit either side of the Solent and share a maritime identity, but their guests differ. Southampton's cruise terminals create a steady flow of passengers wanting a night before sailing or after returning, alongside university visitors, hospital staff and business travellers. Portsmouth offers the Historic Dockyard, Gunwharf Quays, the Spinnaker Tower and the Southsea seafront, plus ferries to the Isle of Wight, the Channel Islands and France. The New Forest and the South Downs are close enough to widen the leisure appeal.
Rules in both cities
Neither city requires a licence for short lets, and there is no cap on nights because both lie outside Greater London. England's register is not yet in force; the government's announcement of 3 September 2026 targets full operation by March 2027. Southampton and Portsmouth both use Article 4 directions to require planning permission for small houses in multiple occupation, a policy aimed at student and shared housing rather than holiday lets. Beyond that, each council judges case by case whether a home let continuously to visitors has materially changed its use.
Taxes to factor in
English councils may add up to 100% to the council tax of furnished homes that are no one's main residence since April 2025, so ask the relevant council which policy applies to your address. A property available for 140 nights and actually let for 70 in twelve months can be assessed for business rates instead, with small business rate relief possible. Stays over 28 nights, common with contractors, do not count towards those thresholds.
Making the most of the cruise and naval calendar
Cruise demand is tied to sailing schedules, so pricing should follow the terminal calendar rather than simple weekends. Guests arriving from abroad value luggage storage, clear transport instructions and flexible check-in times. In Southsea, Victorian terraces and seafront flats need firm house rules to protect neighbours. If a former HMO is being converted back to a whole-home let, check its planning history first. Tell us about the property: we study every request and tell you honestly whether and how we can help.
Two shorelines, two different guest calendars
On the Southampton side, the weeks around the September boat show at Mayflower Park and the match days at St Mary's Stadium fill central flats quickly, and Ocean Village attracts guests who want marina views and restaurants on the doorstep. Red Funnel crossings to Cowes mean Cowes Week and island festivals push sailors and crew into Southampton beds too. Southampton Airport, a short train ride from the centre, supports quick business trips and weekend city breaks; Southampton Common and the medieval walls around the Bargate give leisure guests a reason to stay a second night.
Portsmouth runs to its own rhythm. Victorious Festival on Southsea Common in late August is the busiest weekend of the seafront year, and Fratton Park fixtures bring visiting supporters. The naval base keeps a steady stream of families visiting sailors, contractors and officers on courses, while Brittany Ferries departures from the international port produce early-morning check-outs and late arrivals. The hovercraft from Southsea and the Gosport ferry across the harbour mouth add day trippers who then want to stay nearer the water.
What that means for the property
- Near the ferry port or the cruise terminals, a secure spot for suitcases and a self check-in that works at dawn matter more than décor.
- For naval families and contractors, a proper desk, a washing machine and reliable parking permits carry weight on longer bookings.
- During festival weekends in Southsea, set minimum stays and group size limits in advance rather than on the day.
We plan the calendar around these fixed dates each year, so the busiest weeks are priced before the rush, not during it.
