Vacation rentals in Sarasota and Siesta Key: the owner's rulebook

The City of Sarasota tightened its vacation rental registration in 2025, and a pre-2011 county rule still limits rental frequency in parts of Siesta Key.

Sarasota draws a different guest from the Panhandle: winter visitors escaping the northern cold, arts lovers who come for the opera, the Ringling museum and a dense theater scene, and beachgoers headed for Siesta Key, Lido Key and Longboat Key. The high season runs from January to April, when Baltimore Orioles spring training adds to the crowd; summer brings families and European travelers. Rentals include canal homes, Siesta Key cottages, mainland pool homes and a large number of condos.

The City of Sarasota rewrote its rules in 2025

Inside city limits, one- to four-family dwellings in single- and multi-family residential zones must hold a vacation rental certificate of registration before being advertised. Ordinance 25-5560, adopted in July 2025, tightened the process: owners claiming the owner-occupied exemption must now prove it, fees are non-refundable, the inspection must be scheduled within 30 days of approval, pools must comply with Florida's Residential Swimming Pool Safety Act, and each unit must display a hurricane evacuation route map. Since October 1, 2025, applications go through an online portal. Registered rentals carry a minimum stay of seven full days and nights, and occupancy is capped by zone. Condos, cooperatives and rentals of 30 days or more fall outside the city program.

County areas and the 2011 exception

Florida's s. 509.032(7) stops local governments from banning vacation rentals or limiting stay length or frequency, but it spares rules adopted on or before June 1, 2011. Sarasota County has one: in certain single-family districts of the unincorporated county, notably on Siesta Key, a home may be rented no more often than once every 30 days. Outside the city, check the zoning district before assuming nightly stays are possible.

Licenses and taxes

Beyond the city certificate, every operator needs a DBPR vacation rental license for a home rented more than three times a year for stays under 30 days, a sales tax account with the Department of Revenue, and an account for the tourist development tax, which Sarasota County collects itself through its tax collector.

Our advice for Sarasota

Decide early whether the property is a weekly rental, a monthly winter rental or both: the city's seven-night minimum and the county's older rules push many homes toward longer stays, which suit the snowbird season well. After hurricanes Helene and Milton in 2024, insurers and associations ask more questions, so assemble wind-mitigation and flood documents before listing.
