Vacation rentals in Panama City and Panama City Beach
Panama City Beach certifies and fire-inspects every rental, Bay County inspects outside the city, and state law still keeps any cap on nights off the table.

Panama City Beach is the engine of this market: a long strip of Gulf-front condo towers, beach houses and newer planned communities stretching from Pier Park toward Laguna Beach and the Walton County line, with Panama City and Tyndall Air Force Base across the bay. Summer family traffic drives the year, sports tournaments and festivals fill many spring and fall weekends, and the town has spent years moving away from its rowdier spring-break image. Hurricane Michael in 2018 reshaped much of Bay County, so a good part of the stock has been rebuilt or built new since.
Inside city limits: a certificate for every unit
The City of Panama City Beach requires a Vacation Rental Certificate for every rental, under Ordinance 1632. The application includes a notarized affidavit, a DBPR vacation rental license, a Bay County tourist development tax registration and a city business tax receipt. A fire inspection follows; occupied units need an escort, and failed or missed appointments cost extra. Inside, the unit must post its maximum occupancy, an evacuation map and emergency procedures; outside, houses need street-facing signage and condos a decal showing the responsible party's 24/7 number. Certificates are renewed yearly, and penalties escalate from a first fine to revocation after repeated violations within twelve months.
In unincorporated Bay County
Outside the city, Bay County began fire and life-safety inspections of short-term rentals in January 2024. Owners must display an emergency contact and signs about the beach flag system, noise rules and sea turtle protection, and must have someone nearby who can open the door when something goes wrong.
Why the state still matters
None of these programs can cap your nights. Under Florida's s. 509.032(7), local rules adopted after June 1, 2011 cannot prohibit vacation rentals or regulate how long or how often they are rented. Bay County collects its tourist tax itself, separately from state sales tax, and not every platform remits every layer: check each channel and file what is missing yourself.
Where to start
In a condo tower, obtain the association's rental rules and the building's check-in process first; in a house, plan signage and the inspection before the first booking. Then stack the approvals in order: state license, tax accounts, city certificate. If you own here or are about to, we study every request and tell you honestly whether and how we can help.
