Vacation rentals in North Florida's springs and river towns
North Florida's river and spring towns follow the state's light framework; county tax collection, rural zoning and floodplain rules are what owners must check.

North Florida between Tallahassee and Jacksonville is river and spring country, and our Florida North Area page covers its small towns: Lake City, Live Oak, White Springs on the Suwannee River, Fort White near the Ichetucknee and Santa Fe rivers, Madison, Perry, and Palatka on the St. Johns. Visitors come to tube and paddle clear springs, dive the cave systems, hunt and fish, attend music festivals at the Spirit of the Suwannee Music Park, or break a long drive on I-10 and I-75. Summer is busy on the rivers; the cooler months bring hunters and road travelers.
A light regulatory frame
Florida's s. 509.032(7) forbids local governments from banning vacation rentals or regulating their length or frequency, except through rules in force by June 1, 2011, and most rural counties here have not built registration programs. What applies:
- a vacation rental license from the DBPR's Division of Hotels and Restaurants for any dwelling or condo rented more than three times a year for stays under 30 days;
- a Florida Department of Revenue sales tax account;
- the county tourist development tax: some counties, such as Columbia, Madison and Hamilton, leave its collection to the state, while others, such as Suwannee and Putnam, collect it themselves.
Zoning and septic permits matter more than in cities: river cabins, hunting properties and rural lots may not be approved for transient use, and floodplain rules along the Suwannee are strict.
2024 to 2026: what changed and what did not
The state framework has survived several reform attempts. In 2024 the governor vetoed a bill that would have set statewide registration rules; in 2025 bills to abolish county tourist development councils died in the Senate; and in 2026 a bill requiring water-safety features in vacation rentals with pools passed the Senate but died in the House. Hurricane Helene's landfall in the Big Bend in September 2024 was a more direct change for owners, affecting insurance and a number of riverside properties.
Our advice
Choose properties with direct access to what guests come for: a spring, a river landing, a trailhead. Plan for flooding and write clear safety rules for water activities. Demand is thinner than on the coast, so combine nightly stays with longer bookings. The exact perimeter of the area follows our data provider's market definition. Festival grounds, scallop flats and river camps
Several dates on this map are worth pencilling in before a first listing goes live. White Springs hosts the Florida Folk Festival at the Stephen Foster Folk Culture Center State Park around Memorial Day. The Spirit of the Suwannee Music Park near Live Oak runs Suwannee Hulaween in October, which pulls campers and cabin seekers from across the Southeast. Near Lake City, the Olustee Battlefield reenactment draws history groups every February, and Perry's Florida Forest Festival returned in October 2025 after Hurricane Helene had wrecked its grounds.
Taylor County's coast adds a separate trade: summer scalloping in the shallow grass flats off Steinhatchee and Keaton Beach brings families who tow boats and need somewhere to rinse gear. In Palatka, Ravine Gardens State Park and the spring azalea festival fill weekends on the St. Johns.
What we look for in a listing here
- Room for trailers: boats, kayaks and hunting rigs arrive on hitches, so a gravel pad beats an extra bedroom.
- Outdoor water and a hose station for tubers coming back from Ichetucknee Springs State Park or O'Leno.
- Freezer space for anglers and scallopers taking their catch home.
- Directions that work offline: mobile coverage fades on county roads toward the Suwannee River Wilderness Trail camps.
One caution: festival crowds at Live Oak are young and late-night, so decide in advance whether your house rules and neighbors can absorb that weekend.
