Short-term rental in Lithuania: rules and advice for owners
What the law in Lithuania asks of owners who let their home on Airbnb or Booking, which cities are open or restricted, and our practical advice. Updated 22/10/2026.

A question of building purpose
In Lithuania the obstacle is not a tourism permit but the registered purpose of the property. Legal analysis published in January 2026 stresses that actual use is what counts, not the length of each stay: a residential flat used continuously to accommodate guests is treated as an accommodation service, which the Law on Construction and the technical regulation on building purposes do not allow in premises registered as residential. Fines under the Code of Administrative Offences run from hundreds to thousands of euros, rise for repeat breaches and may come with an order to stop or to change the purpose.
A reform opening residential apartments to short stays has been discussed, but we have found no confirmation that it has been adopted. In September 2026 the Seimas was examining a separate proposal obliging owners of short-let flats to take preventive measures against noise.
Where decisions are made
The rules are national and are enforced by building supervision and municipal officers. National broadcaster LRT has reported fines in Vilnius residential blocks and described the sector as a legal grey zone.
Vilnius, Kaunas and Klaipeda
All three cities on our list are to be checked unit by unit: the answer depends on the registered purpose of the specific property rather than on the city. Vilnius is where enforcement has been most visible. Klaipeda is the gateway to the coast, where demand is concentrated in summer.
The tax side
Income from lodging guests is declared to the State Tax Inspectorate (VMI). Whether you run a rental arrangement or an accommodation-service activity determines which documents you need, such as an individual activity certificate or a business certificate, so settle this before advertising anything.
Our recommendation
Before buying or listing, obtain the property's extract from the Real Property Register and check its purpose. If it is residential, a medium-term or long-term let is the safer route until the law changes, and a change of purpose is a project in its own right, with costs and neighbours to consider. We study every request and tell you honestly whether and how we can help.
