Short-term rental in Norway: rules and advice for owners
What the law in Norway asks of owners who let their home on Airbnb or Booking, which cities are open or restricted, and our practical advice. Updated 16/10/2026.

Outside the EU, inside the housing acts
Norway is not an EU member and has no licence or register for private short-term rental. The limits sit in the laws that govern flats. Since 1 January 2020, the Owner Section Act (eierseksjonsloven) allows an entire residential unit in a condominium to be let short term, meaning stays of up to 30 days, for no more than 90 days a year. The owners' annual meeting may move that ceiling anywhere between 60 and 120 days by a two-thirds majority. In housing cooperatives (borettslag), the limit is 30 days a year, and the bylaws cannot extend it.
Who controls what
Parliament sets the ceilings; each condominium or cooperative decides within the permitted range and can react when guests cause unreasonable nuisance. Detached houses and cabins held outside these forms of ownership are not covered by the day limits, although municipal planning rules still apply. Letting single rooms while you live in the flat also falls outside the caps.
Oslo, Bergen, Trondheim, Stavanger and Tromsø
- Capped flats: in all five cities, condominium flats are limited to 90 days a year unless the bylaws set another figure within the legal range, and cooperative flats to 30.
- Houses without a cap: a house held outside a condominium is not subject to those day limits.
Tax and the coming visitor levy
When you let your own home for short stays, the Tax Administration applies a tax-free allowance, with 85 per cent of the income above it taxable; a property you do not live in is taxable from the first krone. A new law allows municipalities to charge a visitor contribution of three per cent of the accommodation price. Tromsø is one of five municipalities that have applied, with a possible start on 1 January 2027, subject to ministry approval.
Our recommendation
Before buying or listing, read the condominium bylaws for the current ceiling and ask the board whether a change is planned. Count days per calendar year, keep booking records and remember that a cooperative flat leaves very little room. Tell us about the property and we will answer honestly whether and how we can help.
